Check your car insurance, it MAY cover overseas rentals, most do not. Also, I have noticed that UK agents often have access to insurance inclusive deals we can’t get here. The same may hold true for other European countries.

Another question to consider is do you need a car, or one for the whole week. Philly is VERY walkable in center city, and there are many easy to use public transportation options, especially in the summer months. You have to change. Insurance rates are partly based on where the car is parked. If you move to an area with more accidents or a higher theft rate the insurance company may not pay if someting happens to the car or you get in an accident.
